Loy was raised on a farm near Ava.  He participated in the operation of the family farm for several years.  He has a B.S. degree in Agri-Business, and graduated with distinction from the National Commercial Lending Graduate School at Norman, Oklahoma.  He is also a graduate of the Graduate School for Bank Administration.

Loy began his lending career in 1974, and later helped organize the former Douglas County National Bank in Ava. He is actively involved in the community and is especially interested in the economic development of the area.
